UPDATE on New Health Officer Order, Locations Allowed to Reopen, & Incident Report

NEW HEALTH OFFICER ORDER, LOCATIONS ALLOWED TO REOPEN TODAY, AND INCIDENT REPORT

The County of Los Angeles is regularly updating resources on COVID-19 and offers today’s update in an effort to keep you and yours informed. Please share the following up-to-date information:

New Health Officer Order, Locations Reopening Today:

New HOO

LA County has issued a revised Health Officer Order as it moves forward in its Roadmap to Recovery. Yesterday’s Order allows for the reopening of additional personal and recreational services to residents, with the appropriate infection control and distancing requirements in place.

Currently, LA County remains in Phase 3 of the State of California’s Resilience Roadmap and continues to be in line with the State’s guidelines. The County’s seven-day death average has not increased, the three-day hospitalization average is down 5 % and the seven-day testing average is well above the State’s requirement at 17,000 tests conducted per day. In addition, the County’s positivity rate is 8 %, which is in line with the State’s requirements.

Reopening

Although overall case counts are increasing (as testing becomes more widespread and there is more community transmission) the County continues to see steady decreases in: 1) The rate of COVID-19 infections, and 2) COVID-19 related hospitalizations and deaths.

That said, the following locations have been allowed to reopen as soon as today:

Nail salons

Cosmetology services

Spas offering aesthetic and massage services

Tattoo and piercing shops

Tanning salons

Casinos, card rooms and satellite wagering sites

Bar and wineries not anchored to food services

In addition, protests and faith-based services held outdoors no longer have limits on how many people can participate.

Requirements

Just as is required for all out-of-home activities, visitors and staff of today’s reopening sectors will have to: 1) Practice physical distancing; 2) Wear cloth face coverings; 3) Follow limited capacity directives; 4) Enhance cleaning and disinfecting procedures; and 5) People who feel sick should stay home.

LA County will continue to monitor the spread of COVID-19 and the capacity of our healthcare system to provide county residents with essential services. Should the rate of infection (and other key indicators) warrant, we may adjust orders to limit future reopenings or close reopened sectors.

Still Closed

Still closed are movie theaters, live performance theaters, entertainment centers, concert halls and venues, stadiums, arenas, gaming facilities, theme parks, lounges & nightclubs, hot tubs, steam rooms & saunas not located on a residential property & festivals.

Nail Salons Reopen
